California Has an Ongoing Budget Crisis and Insufficient Revenue to Fund Vital Services!
California legislators did not solve the budget crisis with the budget passed in July 2009. We continue to have enormous budget deficits. And local government services such as schools, police, firefighters, libraries, parks, and transit are suffering even more as a result of this year’s cutbacks. A change to Proposition 13 is an important part of the long-term solution to these problems.
Mission Statement:
The Proposition 13 Reform Task Force was formed to establish a fairer property tax system. We advocate the placement of an initiative on the statewide ballot, which if passed by the voters will establish a “split roll” property tax system in which non-residential commercial property will be assessed periodically at market value independent of change of ownership. There will be no change in the method for taxing residential property, including houses, condominiums, and apartment buildings. An estimated additional $6 to $8 billion for local public services will be raised each year.
In 2007, in collaboration with the California Tax Reform Association, we drafted a resolution supporting a split-roll property tax, which we have presented to Democratic clubs and allied organizations for their endorsement. It has been endorsed by numerous Democratic organizations and we are now reaching out for general public support
